Private Sewage Disposal Program

Program or Service Description:
The Private Sewage Disposal Program focuses on the health and safety of residents through compliance with the St. Clair County Private Sewage Disposal Code and the Illinois Department of Public Health Private Sewage Disposal Licensing Act & Code. The Private Sewage Disposal Program is designed to protect the public health by eliminating the transmission of disease organisms and nuisances resulting from improperly or inadequately treated sewage and to reduce potential adverse impact upon the environment. All renovated/new private sewage disposal system construction is required to obtain a permit from St. Clair County Health Department for $200.00. All construction is inspected by staff for compliance. Consultations are provided by staff for the design of new and renovated private sewage disposal system at no charge. All public complaints are investigated and corrective action required upon verification. Staff conduct property transfer, or “homeloan” inspections for a fee of $200.00. All private sewage disposal systems must be installed by an Illinois Department of Public Health licensed and St. Clair County registered contractor or homeowner may install for their own single family residence. All manufacturers and dealers of septic tanks and aerobic treatment units must be registered by St. Clair County as well. In-service presentations are available for real estate agencies and others interested parties, to provide education to increase understanding of private sewage disposal and the types of private sewage disposal system options available and necessary maintenance and service to assure proper function. Subdivision plat applications are reviewed for approval in regard to private sewage disposal as well. In addition, on-site consultations are often required and existing properties must meet compliance with all St. Clair County Codes.
